The only supplier over the last 8 years is AGM Container with a most recent price of $15.35 for 2,182 units.  It has been purchased through DOD E-mall in much smaller quantities for $16.99ea.

DLA estimates annual demand of 4,476 units.  If all five years of the contract are executed, the contract could be worth $343,533.  Proposals are due by September 17, 2020.

DLA Aviation is looking for to issue an Indefinite Delivery Contract (IDC) for shock dampeners used on weapon systems.  There are no technical characteristics on this item that describe what system is it used in, but the item is described by DOD as:

An item made of material having elastic properties. It may have rigid mounting facilities such as a flange(s), sleeve(s), stud(s) or the like. It is designed to isolate or dampen shock and/or vibration of a continuous or intermittent origin and serve as a support for a weapon system component to be isolated.

DLA does have a complete technical data package available for download through DIBBS cFolders. It is maintained by Naval Inventory Control Point (NAVICP).  Source approval is required.

This item was last supplied to DLA by III Williams, Inc. for $253.50 each in quantity of 143.  It has also been supplied by Herber Aircraft, Eastern Aerospace, Mid-coast Industries and T&L Sales.  It is currently back-ordered at DLA.

This Indefinite Delivery Contract (IDC) will have one base year and four optional years.  DLA Estimates annual demand of 216 units.  If all five years are executed, they could purchase 1,080 dampeners making the contract worth $273,780.  The contract will allow for a maximum quantity of 1,725 units over the five years if demand requires it.

DLA Aviation has issued a solicitation for five 15 volt regulators used on the F-16 and B-1 Bomber.  The item’s official nomenclature is, “REGULATOR PLUS AND MINUS 15 VOLT SUBSTRATE ASSY”.

The regulator is part of the AN/APG-68 Radar set.  Although the description is vague, a technical data package is available through DIBBS.  The engineering drawings are under the Northrop Grumman part number 782R630G01. The National stock Number is 5998-01-400-1481.

The only two suppliers to date are Northrop Grumman and Harry Krantz.  The last purchase by DOD was in 2014 for $11,260 @ 5 units.  Although the most recent procurement history is from six years ago, there have been 12 solicitations (presumably unanswered) issued since then.

Offerers shall submit bids by August 21, 2020.

DLA wants more competition for this backpack; annual value $298,583

DLA Aviation is looking for a company to provide competition for this backpack originally manufactured by Harris, corp.  It is standard issue to carry the PRC-150 and PRC-117  high frequency radios.  The backpack is 12″ x 18″ x 3″, and is padded to prevent damage to the equipment it holds.

Currently the only supplier is Harris, corporation, selling the bags for $181.47 each in quantities from 7 to 120. DOD has an estimated unit price of $327.78, but the bags can be found online for around $90.

DLA has determined that with more competition, they could see better pricing.  As a result, they are inviting contractors to consider making these. There are no technical drawings nor data package, but DLA has samples of the bag on hand that contractors can either purchase or borrow to reverse engineer.

DLA estimates annual purchases of 1,221 units at an estimated total of $298,583.  There is no closing date for this opportunity, but other companies will try to obtain samples and quantities might be limited.

It was last supplied to DOD by Corporate Rotable & Supply, Inc. at a price of $4,220 in quantity of 1 unit.  It was also supplied by Syracuse International for $4,851 in single quantity.  DLA estimates the cost at $4,754 each.

Proposals are due by August 12, 2020.

DLA Clothing and Textiles division is requesting proposals to supply mechanic’s coveralls.  The government estimates annual demand of 100,260 in the first year of the contract, and 73,880 for four option years.  This will be an Indefinite Delivery Contract (IDC), which means that orders will be placed throughout the year.  Monthly quantities are estimated at 15,040 in year one and 11,080 in subsequent years.

The last company to supply this item was Point Blank Enterprises in Pompano Beach, FL for $69.22 each, in quantity of 44,000.  The $3 Million dollar contract SPE1C120C0012, dated 4/21/2020 can be viewed in BidLink.

Year one of this new contract is valued at $6,939,997.  If DOD executes all option years the total contract could be worth $27,295,891.
