
DLA Land and Maritime is planning to issue a long-term contract for the supply of 3V Lithium batteries. This battery, NSN 6135-01-545-6582 has an Ultralife part number of U10025. They are sold in packages of 3.
The contract will have two base years with the option to extend for two additional years. There are currently Three aproved sources for this item; Ultralife Corporation, Ultralife UK, and Saft America. Companies who can manufacture this item could apply for source approval. The Government loves to see more competition.
DLA Estimates annual demand of this battery at 10,194 each year. The contract will be split over a series of delivery orders, each with an estimated quantity of 850 packages. The total estimated quantity over four years is 40,776 packages.
It was last sold to the military by Saft America for $50 / package in quantity of 602 units. If all four years of this contract are executed the contract could be worth $2,038,800.
Responses are due by January 18, 2021.
Small business advantage
Of the three approved sources (Ultralife, Ultralife UK and Saft America), only one of them is a small business. Currently this solicitation is not set-aside for small business, but savy contractors might be able to force it to be re-designated. A little known rule in the Federal Acquisition Regulations allows contracting officers to re-designate a contract to small business if two or more small business concerns can provide reasonable offers. Since one of the three approved sources is a small business, a second one making an offer could potentially cause the contract to be set-aside only for small business.
