DLA Land and Maritime is planning to issue a long-term  contract for the supply of 3V Lithium batteries.  This battery, NSN 6135-01-545-6582 has an Ultralife part number of U10025. They are sold in packages of 3.

The contract will have two base years with the option to extend for two additional years.  There are currently Three aproved sources for this item; Ultralife Corporation, Ultralife UK,  and Saft America.  Companies who can manufacture this item could apply for source approval.  The Government loves to see more competition.

DLA Estimates annual demand of this battery at 10,194 each year. The contract will be split over a series of delivery orders, each with an estimated quantity of 850 packages.  The total estimated quantity over four years is 40,776 packages.

It was last sold to the military by Saft America for $50 / package in quantity of 602 units.  If all four years of this contract are executed the contract could be worth $2,038,800.

Responses are due by January 18, 2021.

Small business advantage

Of the three approved sources (Ultralife, Ultralife UK and Saft America), only one of them is a small business.  Currently this solicitation is not set-aside for small business, but savy contractors might be able to force it to be re-designated.  A little known rule in the Federal Acquisition Regulations allows contracting officers to re-designate a contract to small business if two or more small business concerns can provide reasonable offers. Since one of the three approved sources is a small business, a second one making an offer could potentially cause the contract to be set-aside only for small business.

DLA solicitation for DC Motors; $1.6 Million

DLA Land and Maritime is planning to issue an Indefinite Delivery Contract (IDC) for DC Motors. This 20,900 RPM motor has .04 hp and a 1.9 amp current rating.  The OEM is ITT with part number 102650EG, NSN 6105-00-583-9063.   The contract will consist of a series of delivery orders over a term of up to five years.  It will have three base years and two option years.

The most recent supplier was Howe Machine, which sold 146 of these at a unit price of $1,364.  Other suppliers include Delta techlology, Kampi components and T&L Sales.

DLA Estimates annual demand of 241 units each year.  If all five years are executed at the annual demand the contract could be worth $1.6 Million.  DLA has requested price breakdowns from 1-30, 31-90, 91-151 and 152-241.

DLA Troop Support is soliciting 1,000 M-2002 fire shelters for delivery to DLA San Joaquin.  These shelters, NSN 4240-01-498-3194 shall be  regular size complete with a carrying case and a liner in accordance with the Forest Service Specification 5100-606, Revision D.  In addition to the 1,000 units, DLA requires a first article test item to verify quality.

It was last supplied by Weckworth Manufacturing for $245.74 in quantity of 950.  The only other supplier was Anchor Industries.  Based on this price, we estimate the contract value at $254,740.  It has been purchased in smaller quantities through GSA for $351.57 each.

These six cell batteries are Commercial off-the-shelf items.  The following suppliers are approved sources.

  • GPC-1234 – Concorde Battery
  • PS-12350 – Power Sonic
  • GP-12340 – CSB Battery
  • DF-45 – Interacter
  • NP33-12 – Enersys

This battery was supplied to DLA in quantity of 46 units at $60.97 each by Battery Service, Inc.   It was sold in smaller quantities for $90.08.  DLA estimates annual demand at 312 units, but is requesting pricing for up to 468 annually. If all three years of the contract are executed it could be worth $57,067.

The contract has two base years and the option to extend an additional three years.  If all five years are executed, the contract could be worth $116,898 based on recent procurement history.

This housing, NSN 6220-00-890-3600 was last supplied to DLA by Ank Technology in Pamona, CA for $389.66 in quantity of 10 units. The price has risen significantly since last year when it was sold for $125 in quantity of 15.

There is currently only one supplier for this item.  Arkwin Industries has been the only supplier of this item p/n 12A049-1D over the past 18 years.  The price has risen steadily over the past 10 years to $6,186.  Lockheed Martin is the OEM with part number 4H90233-101D.

The military is so interested in finding more suppliers for this item that they are making samples available for vendors to reverse engineer.  Currently there is no technical data package available.

At an annual demand of 57 units, DLA estimates spending $477,399 each year on this actuator.

DLA would like to see more competition for the Nomex accessory kit used with the LPU-36 life preserver. The OEM of this item was Simula Safety, which is no longer in business.  The only supplier dating back to 2006 is Bae Systems, selling these kits for $301.25 in quantity of 1,075.  The OEM part number is 110210-1.

The military has determined that they would like to encourage more competition for this item.  As a result, they are making samples of this kit available for contractors to reverse engineer.

DOD estimates annual demand at 651 units totaling $345,759 in purchases each year.
