DLA fabrication solicitation for launch holdback bars; $1.8 Million

The Defense Logistics Agency is soliciting 18 launch holdback bars for the Aircraft Launch and Recovery Equipment Program (ALREP).  This critical safety item is necessary for ground support of certain aircraft.  The military has the C9B aircraft listed as the end-item, although this aircraft was officially retired in 2017.

The bar, NSN 1720-01-064-6070 was last sold to DOD at $167,304 each in single quantity by York Precision.   A larger order for 88 units sold for $62,521 each by the same company. DOD lists acquisition cost of a single unit at $102,107 each.  The order states 18 + 1 test item, but the solicitation requests pricing for 5-10 and 11-25 units.  DLA projects demand of one per month out to January 2025.

DLA requires delivery within 900 days of the order, although a first article test item is due within 200 days.  A technical data package on this item is available for download.

NAVAIR considers the following quality programs acceptable for the “higher level quality clause” required for this critical item: ISO9000, ISO9001, AQS AC 7004, AS9003, AS9100 MIL-I-45208, or  MIL-Q-9858.  A report on welding procedures, and production testing / inspection is also required.

The original PDF Request for Proposal has a due date of March 8, 2021, although DIBBS is showing a due date of April 2, 2021. Check with the buyer to confirm before submitting.
