DLA Troop Support is planning to issue a long-term Indefinite Delivery Contract (IDC) lasting up to four years for supply of lithium manganese dioxide batteries. These 3.3 volt batteries NSN 6135-01-507-1135 can deliver 1.3Ah @ 50mA to 2.0V @ 23° Celsius. The batteries have a part number of BA-5367/U, or Ultralife UB0006.  The contract has three base years with the option to extend for a fourth.

They were last sold to the military by Saft America for $89.45 / package of 12 in quantity of 811.  There is no set quantity in this contract, but DLA estimates that they will buy 32,400 each year with a quarterly estimate of 8,100 packages.

The contract has a maximum dollar value of $1,672,585 which is perplexing since if they order anywhere near the annual estimate the contract would be valued at close to $11 Million.  I wonder if there’s a discrepancy between the unit of issue of each vs package of which the buyer is unaware.

These batteries have been supplied by Saft America over the past four years through long-term contract SPE7LX17D0055 valued at $4,267,926. This contract is set to expire on August 2, 2021.

A technical data package is available for this item, so any vendor that can produce this item is welcome to submit a proposal. All offers are due by July 15, 2021.

DLA Land and Maritime has issued a solicitation for steel tube, NSN 4710-00-839-5551 in various sizes.  This steel 1/2″ tube will have lengths from 6′ to 20′. The minimum operating temperature is -800F, with a maximum pressure of 3,800 PSI. The tube will comply with specification 81343-AMS5567. Each tube will include plastic end caps to exclude dirt.

The contract has three base years and two option years against which DLA will submit periodic delivery orders.  Shipment is expected withing 49 days of each order.

The wiring harness, NSN 6150-01-221-0636 was originally manufactured by McDonnell Douglas, part number 7-311B24636-005.  It has an operating temperature of -54C to +150C, and has an outer neoprene jacket.  DLA has a technical documentation package for this cable in order to promote competition.

They were last sold to the military by Kellstrom Defense Aerospace for $10,350 each in quantity of 55. This current solicitation does not specify a quantity, but DLA provides annual demand estimates of 32 units each year. If all five years of the contract are executed, we estimate its value at $1.6 Million.

DLA Aviation is planning to issue a long-term Indefinite Delivery Contract (IDC) for supply of graphite electrodes.  Currently, there has been only one supplier of this item since 1990, Bay Electrode, Inc.  The contract will last three years and covers two different electrodes.  NSN 5977-00-464-8433 was last sold for $67,14 per box in quantity of 1,862.  The other is NSN 5977-00-464-8496 which sold for $91.27 / bx in quantity of 325.  The estimated contract value is $499,400.

These electrodes are managed by Qualified Parts List (QPL), which is a restricted list of companies that can supply the item. There are a few steps to getting on a QPL, but the benefits are the ability to compete on items where there are often very few suppliers.

There is no set quantity in this solicitation, but DLA provides annual estimates for demand. 5977-00-464-8433 has an annual demand estimate of 1,120 boxes.  5977-00-464-8496 has annual demand of 1,000 boxes.  The government will issue periodic delivery orders against this contract over the three year term.

The military has technical documentation on these electrodes so companies could compete.  Since getting on the QPL can take some time, the due date on this solicitation is longer than usual.  All responses to this RFQ are due by August 31, 2021.

These batteries, NSN 6140-01-576-4249 have a manufacturer’s part number of PSRBC7H.  They’re used to power the NAVSSI Navigation Sensor System. This contract has three base years and two optional years for a maximum duration of five years.

This battery is manufactured by Powersys, Inc, but any compatible battery could be approved by the government. It is a high temperature 12 volt 17 amp battery with an 8 year shelf life.  It was recently sold to the military for $590.37 in quantity of 6.  There is no set quantity on the solicitation, but DLA estimates annual demand at 323 units. They are requesting price breakdowns from 1-81, 82-162, 163-123 and 324-485.  This quantity will not be ordered all at once, but placed through a series of delivery orders.

If all five years of the contract are executed as likely, we estimate the contract value at $952,580.  All responses to this RFP are due by June 28, 2021.

DLA Troop Support has issued a solicitation for a large quantity of cold weather trousers.  These camouflage trousers, NSN 8415-01-641-1706 are designed for temperatures between 14 degrees and 68 degrees Fahrenheit.  The contract will have one base year and three option years for4 a maximum of four years total.

In order to ensure that there are a sufficient number of vendors manufacturing this urgently needed item, the government intends to make three (3) separate awards to three separate vendors.  The solicitation is broken into three lots, two designated for small businesses and one for service disadvantaged veterans. The closing date of the contract was extended from July 6 to July 15.

Each lot has a base year estimated quantity of 87,300, while subsequent years will have an estimated annual quantity of 83,340.  Periodic delivery orders will be placed against this contract, likely each month.

These trousers were last sold to the military by Federal Prison Industries (A UNICOR supplier) for $84.93 in quantity of 8,530. They were also sold by Tennier Industries. If all four years of the contract are executed, we estimate the value for each lot at $28,648,587.  The total contract is valued at $86 million.
