DLA Troop Support has issued a solicitation for a large quantity of cold weather trousers. These camouflage trousers, NSN 8415-01-641-1706 are designed for temperatures between 14 degrees and 68 degrees Fahrenheit. The contract will have one base year and three option years for4 a maximum of four years total.
In order to ensure that there are a sufficient number of vendors manufacturing this urgently needed item, the government intends to make three (3) separate awards to three separate vendors. The solicitation is broken into three lots, two designated for small businesses and one for service disadvantaged veterans. The closing date of the contract was extended from July 6 to July 15.
Each lot has a base year estimated quantity of 87,300, while subsequent years will have an estimated annual quantity of 83,340. Periodic delivery orders will be placed against this contract, likely each month.
These trousers were last sold to the military by Federal Prison Industries (A UNICOR supplier) for $84.93 in quantity of 8,530. They were also sold by Tennier Industries. If all four years of the contract are executed, we estimate the value for each lot at $28,648,587. The total contract is valued at $86 million.
