DLA Land and Maritime has issued a solicitation for pulleys used in consolidated ground support equipment. This pulley is used in the Mark 7 arresting gear used to stop landing aircraft on all Nimitz class aircraft carriers. Technical documentation is available for this pulley, NSN 3020-01-461-2737, and a long lead time has been provided for companies to ramp up production.  A first article test item is to be produced within 200 days of award.  Following inspection by the government, the production quantity is needed within 800 days of award.

The Government has announced that this contract could be awarded to multiple vendors if a single vendor is unable to produce the entire quantity of 220 units within a reasonable time.   Because this is a critical safety item,  higher level quality standards apply.

This pulley was last supplied by Advanced Development & Manufacturing which has produced this item exclusively over the last 20 years.  It was last sold for $19,363 each  in quantity of 102.  Based on this pricing we estimate the value of this contract at $4,259,860.

Contractors have a month to determine if they can produce this item and submit a bid by August 25, 2021.

DLA Aviation is looking for more companies to compete to supply this access cover used on the F-16C/D aircraft.  This panel, NSN 1560-01-420-9453 is located on the forward nose upper fuselage. It is made of synthetic rubber.

The only company to supply this item over the last 20 years is Texstars, LLC., which won a five year contract (SPE4A7-21-D-0299) to supply these to the military.  The unit price in quantity ranges from 47 – 188 units is $1,432 each.  After annual price increases the unit price is $1,507 in the fifth year of the contract.

DLA has determined that they would like to see more competition for this part. The government has a technical data package and drawings for this item.  In fact, DLA is so interested in seeing more companies produce these that they are making samples available to be reverse engineered.

DLA estimates annual demand for these panels at 188 units.  Based on recent procurement history, the government spends approximately $200,000 each year on these access panels.

“A self-contained power transmitting device designed to convert rotary motion to linear (straight line) mechanical movement. Must be comprised of a ball nut, pillow block(s), screw shaft and such accessories as required for the specific moving and positioning of other components.”

These were last sold to the military by CEF Industries for $8,377 in quantity of 49.  This current solicitation has no set quantity, but DLA estimates that they will buy 168 units each year.  The guaranteed minimum annual quantity is 42 units.  The contract will last for five years.

DLA Land and Maritime is looking for more companies to compete to sell this 30 round 5.56 magazine, NSN 1005-01-615-5169.  The next-generation PMAG 30 M3 MagLevel is a 30-round 5.56×45 NATO (.223 Remington) polymer magazine for AR15/M16 compatible weapons that features transparent windows to allow rapid visual identification of approximate number of rounds remaining.  The OEM is Magpul Industries, but any company that can make this magazine can submit a Source Approval Request to become an authorized supplier.

This is not an announcement of solicitation but rather the military announcing that it would like to see more companies competing for supply of this item.  The most recent supplier was MagPul Industries which sold 27,928 units at $10.75 each.  DLA believes it can see more competitive pricing if more companies can produce this item.
