DLA Aviation has issued a solicitation for 226 branched wiring harnesses used on military aircraft.  There is technical data available on this harness allowing new companies to compete.  The resistance of continuity circuits is not to exceed 1.0 ohms, while the resistance between any isolated  circuits shall be 10 meg-ohms minimum at 100VDC max.

The last company to supply these was Input / Output technology for $8,278 in quantity of 58 for a total contract value of $480,124.  A higher quantity contract was issued to the same company at a unit price of $4,710.50 @ 305 units. Based on an analysis of past procurement history pricing we estimate the value of this current solicitation at $1.4 Million.

All offers are due by January 17, 2022 with an estimated ship date of August 2, 2022.

This is a commerce control list item with manufacturer source approval required.  A Source Approval Request (SAR) must be included with offer.  One first article test item is to be delivered before the remaining quantity.

DLA Clothing and Textiles has issued a solicitation for long-term supply of men’s and women’s jumpers.  This full-length dress pullover, NSN 8405-01-611-0313 is made of twill  polyester.  They will distributed to all branches of the military and will include proper marking for Army, Navy, Air Force, Marine Corps, Coast Guard, or Common Service.

The contract will last for five years against which DLA will submit periodic (monthly) delivery orders.  There is no set quantity on this contract but DLA estimates they will order 65,316 pullovers each year; a mix of men’s and women’s sizes.  The guaranteed minimum annual quantity is 26,127 and the maximum is 91,443.

The last company to supply these to the military was Bernard Cap for $93.39 each in quantity of 7,560.  Based on past procurement history we estimate the value of this contact at just over $30 Million.

DLA Aviation is looking for more companies to compete to produce this metal plate assembly.  This plate, NSN 1650-00-968-8236 is used on the Landing Craft Air Cushion.

There is no current solicitation for this item but DLA regularly purchases it.  There is only one supplier and DLA has determined that they may see better pricing if more companies competed to produce it.  Drawings are available so that new companies can compete.

The military is so interested in seeing more companies compete that they are making samples available to be reverse-engineered.

The only company to supply this item since 2015 is Meggitt North Hollywood, Inc. They were last sold for $571.97 in quantity of 122.  DLA estimates that including contracting costs the government will spend $268,517 on these each year.

DLA Aviation is planning to issue a five year Indefinite Quantity Contract (IQC) for antenna radome used on the ALQ-119 Electronic Countermeasures Pod.  This radome (antenna cover) NSN 1560-00-605-2655 protects the antenna from the elements without limiting communication.

It was last sold to the military by Vantage Associates for $923 each in quantity of 28.  It was also supplied by Starwin Industries for $1,065 in quantity of 59.  There is no set quantity in this solicitation but DLA estimates that they will purchase 92 radome each year for a total of 460 units over five years.  Based on past procurement history pricing we estimate the value of this contract at $424,580.

It was last sold to the government by Skyspares Parts for $657 each in quantity of 57.  It has also been supplied by Jayco Engineering. There is no set quantity in this solicitation but DLA estimates that they will order 550 units over five years.  Based on past procurement history pricing we estimate the value of this contract at $361,350.

DLA Troop Support is soliciting long-term supply of vests used to carry armored plates. The contract will be an Indefinite Delivery, Indefinite quantity contract (IDIQ) with a 42 month ordering period.  The order includes the USMC Generation III plate carrier and repair kits.  There is no set quantity on this contract, but DLA estimates monthly volume at 2,300 systems, 18,000 non-ballistics, 1,275 ballistics, and 1,725 repair kits per month.  The contract line items include the full plate carrier system and the individual components.

This vest, NSN 8470-01-675-1217 consists of (1) One outer base vest assembly consisting of an outerfront vest carrier and rear vest carrier, a front load bearing panel, a rear cummerbund  adapter, and two shoulder straps; (2) One inner vest assembly consisting of a front inner vest carrier and back inner vest carrier; (3) One outer cummerbund assembly consisting of two interchangeable left and right sides and two interchangeable tube adapters; (4) Two side plate pockets; (5) One inner cummerbund consisting of two inner
interchangeable left and right sides; (6) One harness; (7) One soft armor assembly consisting of two base vest inserts and two side plate pocket inserts.

The solicitation includes sixteen National Stock Numbers which are detailed in the attachments.  Vest colors are Coyote and Black in sizes from X-Small-Short to X-Large. These stock numbers were registered in late 2018 and currently have no procurement history.  The Military estimates single-unit cost at $530.37.

Vendors have 185 days from the data of award to provide first article samples for testing.  All delivery orders after the first will have a lead time of 120 days from order.   This acquisition will utilize best value, tradeoff, source selection procedures and will be a 100% HUBZone small business set-aside.

All responses to this RFP are due by January 31, 2022.

DLA Troop Support Clothing and Textile division will be issuing a long-term contract for supply of Advanced Combat Gloves, NSN 8415-01-667-3015. This five year contract will be awarded to two different companies, one of which will be a small business.  Sixty percent of the order will be awarded to the small business.  The remainder will be awarded to an unrestricted size business.  Periodic delivery orders will be issued against these contracts over the contract term.

There is no set quantity on this order, but the military estimates that they will purchase 244,000 pair each year for a total of 1,224,000.  The contract maximum quantity is 1,530,000 (25% increase over AEQ).  The gloves were last sold by Promotions Plus, Inc.  Other suppliers include Mechanix Wear and HWI Gear.

Based on past procurement history, we estimate the total value of this contract at $45,740,880.  All offers are due by December 17, 2021.
