The last company to supply these was Input / Output technology for $8,278 in quantity of 58 for a total contract value of $480,124.  A higher quantity contract was issued to the same company at a unit price of $4,710.50 @ 305 units. Based on an analysis of past procurement history pricing we estimate the value of this current solicitation at $1.4 Million.

All offers are due by January 17, 2022 with an estimated ship date of August 2, 2022.

This is a commerce control list item with manufacturer source approval required.  A Source Approval Request (SAR) must be included with offer.  One first article test item is to be delivered before the remaining quantity.

The military is so interested in seeing more companies compete that they are making samples available to be reverse-engineered.

The only company to supply this item since 2015 is Meggitt North Hollywood, Inc. They were last sold for $571.97 in quantity of 122.  DLA estimates that including contracting costs the government will spend $268,517 on these each year.

DLA Troop Support is soliciting long-term supply of vests used to carry armored plates. The contract will be an Indefinite Delivery, Indefinite quantity contract (IDIQ) with a 42 month ordering period.  The order includes the USMC Generation III plate carrier and repair kits.  There is no set quantity on this contract, but DLA estimates monthly volume at 2,300 systems, 18,000 non-ballistics, 1,275 ballistics, and 1,725 repair kits per month.  The contract line items include the full plate carrier system and the individual components.

This vest, NSN 8470-01-675-1217 consists of (1) One outer base vest assembly consisting of an outerfront vest carrier and rear vest carrier, a front load bearing panel, a rear cummerbund  adapter, and two shoulder straps; (2) One inner vest assembly consisting of a front inner vest carrier and back inner vest carrier; (3) One outer cummerbund assembly consisting of two interchangeable left and right sides and two interchangeable tube adapters; (4) Two side plate pockets; (5) One inner cummerbund consisting of two inner
interchangeable left and right sides; (6) One harness; (7) One soft armor assembly consisting of two base vest inserts and two side plate pocket inserts.

The solicitation includes sixteen National Stock Numbers which are detailed in the attachments.  Vest colors are Coyote and Black in sizes from X-Small-Short to X-Large. These stock numbers were registered in late 2018 and currently have no procurement history.  The Military estimates single-unit cost at $530.37.

Vendors have 185 days from the data of award to provide first article samples for testing.  All delivery orders after the first will have a lead time of 120 days from order.   This acquisition will utilize best value, tradeoff, source selection procedures and will be a 100% HUBZone small business set-aside.

All responses to this RFP are due by January 31, 2022.

There is no set quantity on this order, but the military estimates that they will purchase 244,000 pair each year for a total of 1,224,000.  The contract maximum quantity is 1,530,000 (25% increase over AEQ).  The gloves were last sold by Promotions Plus, Inc.  Other suppliers include Mechanix Wear and HWI Gear.

Based on past procurement history, we estimate the total value of this contract at $45,740,880.  All offers are due by December 17, 2021.
