DLA Aviation will by issuing a long-term contract for the supply of cylindrical oil filters. These filters,NSN 2945-01-305-5342 are 4.2″ long by 2.25″ in diameter.  The contract will have three base years and two option years.  Technical documentation is available for download so new companies can compete.

The filters were last supplied by Pall Aeropower for $105.50 each in quantity of 1,609.  Although there is no set quantity in the solicitation, DLA estimates that they will purchase 2,232 units each year for a total contract estimate of 11,160.   Based on past procurement history pricing, we estimate the value of this contract at $1.17 Million.

Hill Airforce Base is soliciting 446 coil and housing assemblies used on the wheel and braking system of the F-16 aircraft.  Currently there is only one supplier, Meggitt Aircraft even though DLA has technical documents available for download.

This coil and housing assembly, NSN 1630-01-055-5232 was last sold to the military for $4,057.94 each by Meggitt Aircraft.  DLA is allowing 350 days from order to deliver the goods.  Based on an analysis of past procurement history we estimate the value of this contract at $1.8 Million.

DLA Aviation will be issuing a long term Indefinite Quantity Contract (IQC) for the delivery of engine mounts used on the UH-60 aircraft.  This contract will have one base year and four option years for a total of five.  DLA will submit periodic delivery orders over the contract term.

This mount, NSN 5342-01-526-9009 has a Sikorsky Aircraft part number of 70361-08015.  DLA has technical documentation available for download in cFolders.  It was last supplied by SKF USA for $2,601 in quantity of 190.  It was also sold in smaller quantities for $3,421. SKF has been the only supplier over the last 10 years.

There is no set quantity in the solicitation but there is an estimate of 100 units each year.  However, this conflicts with DLA guidance that states annual demand of 184.

These doors were last sold to the military by Alicrant, Inc. The first door, NSN 2510-01-254-1500 was sold for $912 each in quantity of 38.  The other door, 2541-01-257-3903 was sold for $950 each in quantity of 34.  The solicitation also includes air springs, NSN 2510-01-558-4138.  There is no set quantity in the solicitation, but DLA has provided annual demand estimates.

It was last sold to the military by Coastal Defense Products for $977.25 in quantity of 46 units.  There is no set quantity in this solicitation but DLA estimates they will purchase 124 of these each year.  Based on past procurement history we estimate the value of this contract at $605,895.

Vendors will have 252 days from delivery order to supply the goods.  All offers are due by February 17, 2022.

The Defense Logistics Agency (DLA) has announced that they would like to see more competition for this filter element.  The filter, NSN 1650-01-055-9445 is used on the F-16 aircraft. There has been only one supplier, Honeywell International, who has sold the filter to DLA since 2016. Prior suppliers include Western Filter and Donaldson Company.

The filters were last sold to the military for $329.04 in quantity of 1,385. DLA estimates that they will spend $384,480 on these this year, a 20% increase from last year’s demand.

There is no current solicitation for this item, but DLA has determined that more competition will provide better pricing.  The government is so interested in finding more companies that they are making samples available for companies to reverse engineer.  A technical data package and drawings are also available.

DLA Troop Support has issued a solicitation for the supply of men’s all-weather coats.  This coat with removable liner, NSN 8405-01-174-5117  is detailed in military specification A-A-55110A.  Sizes will range from 34S to 50XLL.  The resulting contract will last for two years against which DLA will submit periodic delivery orders.  Vendors will have 120 days from each order to deliver the goods.

These were recently supplied to the military by American Apparel, Inc for $93.13 each in quantity of 24. There is no set quantity in this contract, but DLA estimates that they will purchase 57,600 coats over two years.  Based on past procurement history pricing we estimate the value of this contract at $5.3 Million.  The government has set maximum contract value of $7.5 million.

All responses to this RFP are due by February 7, 2022.

Based on past procurement history we estimate the value of this contract at $2.6 Million, although DLA has set a contract maximum of $5,608,715.

DLA Aviation has issued two solicitations for airframe components.  Both contracts will have a duration of five years, and technical documentation is available so new companies can compete.

The first solicitation, SPE4A7-22-R-0176 is for an antenna fairing used on the B-52 aircraft.  This fairing, NSN 1560-01-327-3613 was last sold to the military by Top Flight Aerostructures for $5050 each in quantity of 10 units.   The price has almost doubled in the last twenty years. The solicitation calls for 100 units over five years with an estimated delivery time of 110 days from each delivery order. All offers are due by February 2, 2022.

The second solicitation, SPE4A7-22-R-0171 is for aluminum alloy aircraft skin ,NSN 1560-00-658-2170, used on the U-8 airplane.  This Boeing part was last sold to the military by Apex Pinnacle for $897.24 in quantity of 38.  Other suppliers include Aerometals, Inc. and IBP Consulting.  The total quantity in this solicitation is 200 over five years.  All offers are due by February 3, 2022.
