SKF has been the only supplier over the last 10 years.

There is no set quantity in the solicitation but there is an estimate of 100 units each year.  However, this conflicts with DLA guidance that states annual demand of 184.

DLA wants more competition on this filter element; $384,480 annual demand

The Defense Logistics Agency (DLA) has announced that they would like to see more competition for this filter element.  The filter, NSN 1650-01-055-9445 is used on the F-16 aircraft. There has been only one supplier, Honeywell International, who has sold the filter to DLA since 2016. Prior suppliers include Western Filter and Donaldson Company.

The filters were last sold to the military for $329.04 in quantity of 1,385. DLA estimates that they will spend $384,480 on these this year, a 20% increase from last year’s demand.

There is no current solicitation for this item, but DLA has determined that more competition will provide better pricing.  The government is so interested in finding more companies that they are making samples available for companies to reverse engineer.  A technical data package and drawings are also available.

The first solicitation, SPE4A7-22-R-0176 is for an antenna fairing used on the B-52 aircraft.  This fairing, NSN 1560-01-327-3613 was last sold to the military by Top Flight Aerostructures for $5050 each in quantity of 10 units.   The price has almost doubled in the last twenty years. The solicitation calls for 100 units over five years with an estimated delivery time of 110 days from each delivery order. All offers are due by February 2, 2022.

The second solicitation, SPE4A7-22-R-0171 is for aluminum alloy aircraft skin ,NSN 1560-00-658-2170, used on the U-8 airplane.  This Boeing part was last sold to the military by Apex Pinnacle for $897.24 in quantity of 38.  Other suppliers include Aerometals, Inc. and IBP Consulting.  The total quantity in this solicitation is 200 over five years.  All offers are due by February 3, 2022.
