DLA Land and Maritime has issued a solicitation for 12V Lead Acid batteries.  These batteries, NSN 6140-01-628-9869 are manufactured by Enersys, but any company that can make a similar battery can submit a bid.  The contract will have one base year and two option years over which DLA estimates that they will purchase 4,854 batteries.  Periodic delivery orders will by submitted against this contract.

They were last sold to the military by Battery Services, Inc. for $21.97 each in quantity of 21. Other suppliers include Alpine Power and Portable Power.  Based on past procurement history pricing we estimate the value of this contract at $106,642.

All offers are due by April 12, 2022.  Vendors have 136 days from each order to deliver the goods.

The US Airforce has issued a sources sought solicitation seeking companies that can produce fuel cells for the KC-135R aircraft.  Only one company has produced these for the military over the last 14 years, with the last purchase in 2015.  The Airforce has issued this solicitation as market research to ascertain potential small business participation.  Any small businesses that can produce this item should consider responding to the solicitation.

The fuel cell, NSN 1560-01-529-8635 is described as “Cell assembly No. 6 Clockwise”.

The Airforce doesn’t release pricing information in procurement history but the solicitation and other sources can provide pricing guidance. The government estimates they will purchase a maximum of 42 fuel cells at an estimated acquisition cost of $1,484,808.  This calculates to $35,352 each.  The DOD single unit price estimate is $20,736, although this is based on older procurement history since there are no recent purchases.  The company that supplied this tank in 2015 was American Fuel Cell and Coated, Inc.

DLA Aviation is looking for more companies supply this hydraulic filter used on the SH-60B Helicopter. Currently there is only one supplier.  The government has concluded that additional suppliers could provide competition which will lower acquisition cost.

The filter is currently supplied by Arkwin Industries, which sold them for $440.23 in quantity of 202.  DLA estimates annual demand at 789.  The military estimates that they will spend $488,383 each year on this filter in the absence of additional competition.

There are no technical data nor drawings for the item, but DLA is making samples available for companies to reverse engineer.  There is no current solicitation for this item, but DLA purchases it regularly.

DLA Troop Support will be issuing a contract for the supply of unisex two-piece flame resistant uniforms. The contract will last for five years and is broken into two lots.  Lot #1 is for designated companies located in a HUBZONE, while lot #2 is set-aside for small businesses.  The contract will last for five years against which DLA will issue periodic delivery orders.

This uniform includes a single breast coat (NSN 8405-01-696-2736), and trousers (NSN 8405-01-696-3147). The fabric is 55% flame-resistant rayon, 30% meta-aramid, 10% nylon, and 5% para-aramid ripstop.  They were last sold to the military by Silver Oak Leaf, Inc.   The coats sold for $96.07 ea in quantity of 1,140; the trousers sold for $113.91 in quantity of 220.

Estimated quantities for each are as follows:

Year 1: 81,000

Years 2 + 3: 114,000 annually

Years 4+5: 192,000 annually

The total estimated demand over five years is 693,000 uniforms.  DLA has set a maximum quantity of 885,000 over the contract term. Monthly delivery orders will have a maximum quantity of 10,000 in the first year, and up to 20,000 per month in later years.

Based on past procurement history and adjusting for quantity discount, this contract is worth more than $100 Million over the contract term.
