We originally published an article in April this year relating to Solicitation SPRDL1-21-R-0113, the latest amendment posted on July 11, 2022 changed the solicitation to “Total Small Business Set-Aside”.

We conducted some further research in the contracts section of BidLink and found a more recent award to Alliant Techsystems for $8,346,345 for a quantity of 203 units, and DoD only received two bids.

Since Alliant Techsystems, a division of Northrop Grumman is a large company with over 1500 employees, Alliant Techsystems is excluded from submitting a bid.  This opens the solicitation it to any company according to FAR 52.219-6, “Notice of Small Business Set-Aside”.

There is a Technical Data Package (TDP) available.

This solicitation lists a Maximum 5 Year contract quantity of 646 25MM M242 feeder assemblies which could potentially be worth over 26.5 million dollars if all quantities are purchased.

DLA Land and Maritime has issued a solicitation for 12V batteries.  This lead-acid dry charged battery has an NSN of 6140-01-446-9498.  It is used in many military vehicles including cement mixers, MRAP, and heavy equipment tractors. The solicitation calls for 8,810 units with an option for up to 17,620. The manufacturer’s part number is 6TMF/TYPEI.

The last company to win a contract to sell these batteries was Jamison Professional Services, which sold them for $255 each in quantity of 16,127.  The April 2022 contract was for $4.1 Million.

Based on past procurement history pricing we estimate the value of this contract at $2.2 Million.  If the optional quantity is exercised the contract could be worth $4.4 Million.

This is a commercial off-the-shelf item but technical data is also available for new manufacturers.  All offers are due by August 1, 2022.

DLA Aviation has issued a solicitation for supply of DC motors used in the air conditioning system of the F-16.  This motor NSN 6105-01-594-2144 has increased in price by 50% over the last year.

It was last sold to DOD by Cobham Mission Systems for $15,614 in quantity of 3.  In 2021 it was sold by Transero for $10,376 in quantity of 2.  Dimo Corp has also sold this item.

Based on past procurement history pricing, we estimate the value of this 22 unit order at $343,508.  It is not set aside for small business.  Companies have 152 days to deliver the goods after receiving the award.

DLA Aviation is looking for more companies to compete to supply this electronic parts kit. This kit is used on a Harris Corporation radio set.

It was last sold by Science Applications International for $563.40 in quantity of 178.  DLA anticipates annual demand at 360 units.  The government expects that they will spend $261,334 each year on this item.

DLA Troop Support has issued a solicitation for an estimated 38,760 pair of protective chain saw chaps over five years.  These chaps NSN 8415-01-695-4334 are 32″ long with cut resistant nylon duck shells padded with aramid fillers. The chaps protect the front and side of the legs from waist to mid calf with adjustable waist belt and leg straps.This item is part of a Chain Saw Kit managed by the National Fire Equipment System (NFES).

The last company to sell this item to the military was Wecksworth Manufacturing (CAGE 9J595) for $124.90in quantity of 2,000. There is no set quantity in the solicitation, but DLA estimates they will purchase 7,752 units each year.  We estimate the value of this contract at $3.95 Million over five years.

DLA Troop Support has issued a solicitation for pallet jacks.  This Hydraulic Hand-Lift Truck has a capacity of 6,000 pounds, Fork size of 48-inch with Polyurethane wheels.

This Pallet Jack NSN 3920-00-242-5764 is based on a commercial item description. This basically means if the product you are offering meets or is IAW (In accordance with) the specifications it could be accepted.

The last company to sell these jacks to the military is Fulton Supply, which sold them for $279 each in quantity of 40 units.  This current solicitation requires 81 units.  Based on past procurement history pricing we estimate the value of this contract at $22,599.

How are Pallet Jacks purchased by the Government?

By reviewing past DOD sales in BidLink we’ve found that Pallet Jacks and other MRO Supplies are purchased in a variety of ways.

Open solicitations – Where you actively look on a daily basis for open solicitations under a specific category or keywords to find items to bid on. Pallet Jacks or Lift Trucks can be found by searching under the FSC 3920, this Federal Supply Class is defined as Material Handling Equipment.

GSA Contracts/ long-term MAS contracts – These types of contracts are where you list your items/part numbers with an intent to sell in an on-line government catalog. The Government can visit the catalogs anytime and buy products from them. By reviewing some past sales by Government agencies we have seen Pallet Jacks or Lift Trucks purchased under GSA Categories such as Hardware and tools, Categories 332510C and 332510S. A few of the brands we found that government purchased were Vestil, Big Joe, and Uline.

In the case of selling DOD Pallet Jacks, it would be beneficial to both search for open solicitations as well as list your products in various catalogs, in addition reviewing past sales of which brands are actually being purchased can greatly help in your sales.

DLA Troop Support has issued a solicitation for air filters, NSN 4130-01-646-2626.  These pleated filters are 16 x 25 x 2 used on the HDT Expeditionary Systems – HDT 60K IECU (Improved Environment Control Unit) typically used to heat and cool portable shelters and tents.

The solicitation calls for filters by Air-Rite, Inc (CAGE 7H603), although this company’s website claims that they are a distributor not a manufacturer. The associated part number 81316252 was found in a catalog from Aerostar Nexfil.  This catalog listed it as the MERV13 filter manufactured by Filtration Group-IAQ.

They were last sold to the defense department for $91.47 in quantity of 87.  The current solicitation calls for 208 units.  Based on past procurement history pricing, we estimate the value of this contract at $19,025.
