DLA Aviation will be issuing a five year contract for the supply of light assemblies used on the F-16 aircraft.  Technical data is available on this item so new companies can compete.  With a solicitation offer due date in late December, new companies have the time to submit Source Approval Requests to become approved sources.

The light assembly NSN 6220-01-527-5887 has a manufacturer’s part number of 16VF016001-4. The last company to sell this item to the military was Soderberg Mfg which sold 27 units for $934 each.  There is no quantity listed in the solicitation but DLA estimates that they will purchase 635 over five years.  The annual demand estimate of 127 units has increased from 89 last year.

Based on past procurement history pricing we estimate the value of this contract at just over $500,000.  All offers are due by December 19, 2022.

DLA Aviation has issued a solicitation for power cables. The resulting contract will have two base years and three option years for a total duration of five.

Two different cables are being solicited:

NSN 6150-01-248-9555 is a single conductor power cable assembly.  It was last sold to the military by Janel’s Industries for $398 in quantity of 105.  DLA estimates that they will purchase 608 units over the contract term.

NSN 6150-01-538-3080 is a 10 conductor, 16″ long power cable with gold contacts.  It was last sold to the military by Janel’s Industries for $784 in quantity of 31 units. DLA estimates that they will purchase 715 cables over the contract term.

Technical data is available for both of these items so new companies can compete.  Contractors have 132 days to deliver the goods after winning the contract.

Based on past procurement history pricing we estimate the value of this contract at $830,520.  All offers are due by November 30 2022.

DLA Troop Support has issued a solicitation for 750 safety googles, NSN 4240-01-504-6222. These goggles made by Eye Safety Systems (part 740-0124) are low-profile with an injection molded rubber frame and foam backing. Clear and smoke grey anti-scratch lenses are included.  They meet ANSI Z87.1.

They were last sold to the military by Atlantic Diving Supply for $57.42 in quantity of 119.  Other suppliers include Supplycore, Inc.  We estimate the value of this contract at $43,065.

Warner Robins Air Force Base has issued a solicitation for supply of torque tube assemblies used in the C-5 aircraft.  This assembly, NSN 1680-01-583-0424 is part of the rudder pedal assembly for both the pilot and co-pilots.  Technical data is available under drawing number 4C22006-115A.

The only company to supply this item has been GSE Dynamics which sold 66 assemblies for $17,933 each. The current solicitation does not have a set quantity but DLA estimates that they will purchase 80 units over five years. Based on past procurement history pricing we estimate the value of this contract at $1.43 Million.

DLA Land and Maritime has issued a solicitation for lithium batteries used on the C-130J aircraft.  This Lithium ELT battery pack 6135-01-461-2915 is used with the Model B406-4 Emergency Locator Transmitter (ELT). These 406 MHz distress beacons are used in conjunction with the Cospas-Sarsat System in the event of an aircraft crash.

These Emergency Locator Transmitters can be manually activated by a pilot using a switch or automatically activated by a G-switch. The G-switch inside the beacon that activates automatically when it detects excessive G-forces experienced during a crash. ELTs will transmit the distress signal for at 24 hours. This Artex/ACR Electronics ELT Lithium ELT battery pack part number 452-0133 is typically replaced every 5 years.

The last company to supply these batteries was Aviatrix, Inc for $714.70 each in quantity of 140. A larger order of 316 was sold for $430.85 each.  Other suppliers include Southern Cross Aviation, FBC Enterprises, and Kampi Components.

The solicitation calls for 658 battery packs.  Based on past procurement history we estimate the value of this contract at $284,940.

Another solicitation that might be of interest to battery suppliers is SP3300-22-Q-0128 which includes 393 6 and 12 volt batteries used in golf carts, cranes and emergency lights. This one closes 9/22/2022.

DLA Aviation has announced that they would like to see more competition for this dial pressure gauge. This gauge, NSN 6685-00-684-1667 is 2″ in diameter with a range of 0 to 4,000 PSI.  The actuating element is made of beryllium copper.  For the last 10 years only one company has supplied this item to the military, so DLA has decided that they would like to see more competitors.

The gauge is used in the F-16, KC-130 and C-130 Hercules aircraft.  It complies with military specification MIL-DTL-25308.

There is no current solicitation for the item, but DLA orders 294 of these gauges each year with an estimated total landed cost of $188,586. They were last sold to the military by Q.E.D., Inc for $446.50 each in quantity of 99.  DLA anticipates continued demand for this item.

Technical data and drawings are not available but DLA is so interested in finding competition that they are making samples available to companies that wish to reverse-engineer this item.

DLA Troop Support has issued a solicitation which will result in a five year contract for supply of men’s cotton undershirts. These white V-neck undershirts, NSN 8420-01-194-0914 will be available in various sizes.  They are to comply with Military Specification A-A-50013G.  The government will release periodic delivery orders against this contract over the term.

The last company to supply these to the military was String King Lacrosse, LLC for $3.36 each in quantity of 156,960. There is no set quantity in the solicitation, but the military has indicated annual demand at 288,000 shirts per year for a total quantity of 1.4 Million over five years. The maximum quantity covered by the contract is 1.8 Million shirts.  Based on past procurement history pricing we estimate the value of this contract to be $4.8 Million.
