DLA Aviation has issued a solicitation which will result in a five year contract for the supply of bumper assemblies used on the F-16 aircraft.  This assembly, NSN 1560-01-045-0371 includes a bumper p/n 16L027-7 and a bracket p/n 16L026-9.

The assembly was last sold to the military by GSE Dynamics in Hauppauge, NY for $638 each in quantity of 123.  Aero Components has also supplied this item.  DLA estimates that they will purchase 340 bumper kits each year for a total quantity of 1,700 over five years.

However, the person that created this solicitation did not look up the proper Product Service Code (PSC) so a search for 3590 would have missed this one.

Based on a quick review of the salient characteristics listed in the Statement of Work (SOW) it appears that these workstations to be used by DLADS are probably being used as Mobile Shipping Stations (rolling cart with computer and label printer) used to print labels for the item’s they are processing.

DLA Disposition Services is a division of the Department of Defense (DoD) that disposes of excess and surplus personal property generated by the military services. They transfer used goods to other Federal agencies/state and local organizations, sale to the public, or ultimate disposal through abandonment or destruction.  You may even have seen Humve’s used by your local police or parks department, well more than likely they came from DLADS.

One manufacturer of a powered carts we found was Newcastle Systems and under a GSA Scheduled contract part number PC550GBL was sold at $4327.27 each.  Since this solicitation for Mobile Powered Workstations does not call out a specific manufacturer or part number the opportunity is open to virtually anyone meeting the characteristics.  And the price we found gives us some idea what the potential 5-year contract can be worth.  Total quantity 215 x $4327 approximately close to a million $930,305

This is for a single award with a one-year base period and four one-year options. It is a Women-Owned Small Business (WOSB) set-aside solicitation.

US Army seeks competition for Assault Weapons Storage Racks

The Army Contracting Command-Detroit Arsenal (ACC-DTA) which is the headquarters for six contracting offices recently posted a solicitation for weapons storage racks, complete with a modern drawing package set-aside for a small business to manufacture the items.

ACC-DTA procures systems and repair parts for their customers such as PEO Soldier, PEO Ammo and PEO Ground Combat Systems. They buy a myriad of items consisting of things like Armaments, Sets, kits, outfits and tools.

The U.S. Army Combat Capabilities Development Command at Picatinny Arsenal also known as DEVCOM, was the Design Activity that created this drawing package for the M14 Small Arms Storage Rack.  The Army part number is 13103376 with listed NSN 1095-01-236-2203 under Army CAGE code 19200.

This Weapons Storage Rack has been in use for over 35 years, new CAD drawings were recently created, some a just few months ago.  This can be a sign for a few things: 1. The Army is making a concerted effort seeking competition by creating readable drawings for an old item.   2. Potentially buying this item for a long time into the future (agencies usually don’t spend time and money updating drawings for nothing) 3. Trying to attract new manufacturers, as old or incomplete drawings do not.

We  reviewed a few of these modern drawings for this tack welded metal weapon storage rack.  The drawings are available as PDFs and .STP, .ASM .PRT files are included.  This could be a perfect fit for a manufacturer of steel cabinets looking to expand their business with the Department of Defense.

We expect the Strategic Material Sourcing Group at the Defense Supply Center Columbus to post the details along with drawing packages for a potential 5-year Long Term Contract (LTC).

This presolicitation relates to the manufacture of two different types of Ground Support Equipment (GSE)/Aircraft Landing Equipment and Metal Ammunition Boxes.

This mobile aircraft arresting system, or MAAS is a deployable mobile barrier used for aircraft equipped with a tail hook used to slow down and stop the airplane, similar to the way planes land on aircraft carriers.

We originally published an article in April this year relating to Solicitation SPRDL1-21-R-0113, the latest amendment posted on July 11, 2022 changed the solicitation to “Total Small Business Set-Aside”.

We conducted some further research in the contracts section of BidLink and found a more recent award to Alliant Techsystems for $8,346,345 for a quantity of 203 units, and DoD only received two bids.
