DLA Aviation is planning to issue a long term Indefinite Quantity Contract (IQC) for solenoids and quick-disconnect couplings used on the F-16 aircraft.  For more than 10 years, United Valve has supplied these items exclusively.  Prior to that, Lockheed Martin was the supplier.  The contract has three base years and two option years for a maximum duration of five years.

The coupling half, NSN 4730-01-054-2733 was last sold for $950.54 in quantity of 29.  The continuous duty tubular solenoid, NSN 5945-00-679-4751 was sold for $1,365.13 in quantity of 32.  It has a 1.75 linear pound pull stroke and uses 150 milliamps .  There is no set quantity on this contract, but DLA has provided annual demand estimates: 160 couplings and 125 solenoids each year.

Based on past procurement history, we estimate the value of this contract at $1.6 Million over five years.  All offers are due by November 25, 2021.

DLA Aviation is soliciting 11 fairing panel assemblies for the C5 aricraft.  Drawings are available for these panels, NSN 1560-00-926-8328.  The original Lockheed Martin part number is 4F75316-333B.  This panel has 4 fittings and is used on the center section assembly near the landing gear.

The panels were last sold to the military by GSE Dynamics for $49,000 each. Top Flight Aerostructures (a disadvantaged small business) has also supplied them.  The price has increased from $23,000, although much earlier orders from Lockheed were sold at $47,808.  Based on past procurement history we estimate the value of this contract at $539,000.

Currently the only supplier is Lockheed Martin which supplied these solenoids, NSN 5945-01-089-7649 to the military for $670.29 for a single unit. The last order for these was in 2018.  There is no set quantity in this contract but DLA estimates that it will order 465 solenoids each year. Base on past procurement history we estimate that the five year contract is worth approximately $1.5 Million.  A maximum contract value of $3.1 million has been established.
