DLA Troop Support, Clothing and Textiles division is going to issue a long-term contract for supply of men’s trousers. The contract will have one base year with the option to extend for up to five years.  DOD almost always executes all years of a long-term contract unless there is a compelling reason to terminate.  DLA will submit periodic delivery orders against this contract for the five year term, usually once per month.

These trousers, NSN 8405-01-539-8441 were last sold to the military for $40.45 in quantity of 48 by Bestec Concept. The price has risen from $17.50 in 2008.  Bestec is a minority, Asia-Pacific American, woman owned small business.

There is no set quantity for this contract, but the military estimates annual demand at 119,232 pair each year.  Total estimated quantity over five years is 596,160.  The contract has a guaranteed minimum annual quantity of 29,808 and a maximum of 149,040.

All responses to this RFP are due at DLA by August 17, 2021.

Five year DLA contract for Cobalt Alloy Pins; $836,494 est value

DLA Aviation Commodities Division is going to issue an Indefinite Quantity Contract (IQC) for supply of cobalt alloy eccentric pins. This contract will have one base year and four option years against which DLA will issue periodic delivery orders.

This pin, NSN 5315-00-382-7755 has a 1/4 ” dished hexagon head. Hardware manufacturers and machine shops are encouraged to submit a proposal to DLA.  Technical documents are available from the military so companies could compete. The military describes this pin as:

“A headed, cylindrically-shaped metal item having a shank and/or shoulder offset from the geometric center of the head. If shouldered, a portion of the shank and/or shoulder may be concentric with the head.”

It was last supplied to the military by Slabe Machine for $35.74 each in quantity of 4,000. This current solicitation does not have a set quantity, but DLA estimates that they will buy 4,681 each year.  If all five years of the contract are executed, it has an estimated value of $836,494.

Because this is a critical safety item used on the F100-PW-200 engine used in the F-16, a source approval request must accompany the proposal.

The contract has two base years and three option years against which the government will submit periodic delivery orders.  There is no set quantity for the contract, but DLA estimates it will buy 1,600 each year.  If all five years of the contract are executed, it could be worth $2.9 Million.

This contract is set-aside exclusively for small businesses.  All offers are due by September 20, 2021.

DLA Aviation is planning to issue an Indefinite Quantity Contract (IQC) for ballscrew assemblies used in the C-130 aircraft.  This assembly NSN 1680-01-217-5837 is described as:

“A self-contained power transmitting device designed to convert rotary motion to linear (straight line) mechanical movement. Must be comprised of a ball nut, pillow block(s), screw shaft and such accessories as required for the specific moving and positioning of other components.”

These were last sold to the military by CEF Industries for $8,377 in quantity of 49.  This current solicitation has no set quantity, but DLA estimates that they will buy 168 units each year.  The guaranteed minimum annual quantity is 42 units.  The contract will last for five years.

Based on past procurement history, we estimate the value of this contract at $6.2 Million.

DLA Land and Maritime is looking for more companies to compete to sell this 30 round 5.56 magazine, NSN 1005-01-615-5169.  The next-generation PMAG 30 M3 MagLevel is a 30-round 5.56×45 NATO (.223 Remington) polymer magazine for AR15/M16 compatible weapons that features transparent windows to allow rapid visual identification of approximate number of rounds remaining.  The OEM is Magpul Industries, but any company that can make this magazine can submit a Source Approval Request to become an authorized supplier.

This is not an announcement of solicitation but rather the military announcing that it would like to see more companies competing for supply of this item.  The most recent supplier was MagPul Industries which sold 27,928 units at $10.75 each.  DLA believes it can see more competitive pricing if more companies can produce this item.

The government estimates that they purchase 187,989 of these magazines each year.  DLA estimates that it spends approximately $2.4 Million on them each year.

They were last sold to the military by Saft America for $89.45 / package of 12 in quantity of 811.  There is no set quantity in this contract, but DLA estimates that they will buy 32,400 each year with a quarterly estimate of 8,100 packages.

The contract has a maximum dollar value of $1,672,585 which is perplexing since if they order anywhere near the annual estimate the contract would be valued at close to $11 Million.  I wonder if there’s a discrepancy between the unit of issue of each vs package of which the buyer is unaware.

These batteries have been supplied by Saft America over the past four years through long-term contract SPE7LX17D0055 valued at $4,267,926. This contract is set to expire on August 2, 2021.
