DLA Aviation is going to issue an Indefinite Delivery Contract (IDC) spanning up to five years for the supply of branched wiring harnesses.  They are used in the Apache AH-64 Helicopter. The contract has three base years and two option years against which DLA will submit periodic delivery orders.  Shipment is expected withing 49 days of each order.

The wiring harness, NSN 6150-01-221-0636 was originally manufactured by McDonnell Douglas, part number 7-311B24636-005.  It has an operating temperature of -54C to +150C, and has an outer neoprene jacket.  DLA has a technical documentation package for this cable in order to promote competition.

They were last sold to the military by Kellstrom Defense Aerospace for $10,350 each in quantity of 55. This current solicitation does not specify a quantity, but DLA provides annual demand estimates of 32 units each year. If all five years of the contract are executed, we estimate its value at $1.6 Million.

DLA Aviation is planning to issue a long-term Indefinite Delivery Contract (IDC) for supply of graphite electrodes.  Currently, there has been only one supplier of this item since 1990, Bay Electrode, Inc.  The contract will last three years and covers two different electrodes.  NSN 5977-00-464-8433 was last sold for $67,14 per box in quantity of 1,862.  The other is NSN 5977-00-464-8496 which sold for $91.27 / bx in quantity of 325.  The estimated contract value is $499,400.

These electrodes are managed by Qualified Parts List (QPL), which is a restricted list of companies that can supply the item. There are a few steps to getting on a QPL, but the benefits are the ability to compete on items where there are often very few suppliers.

There is no set quantity in this solicitation, but DLA provides annual estimates for demand. 5977-00-464-8433 has an annual demand estimate of 1,120 boxes.  5977-00-464-8496 has annual demand of 1,000 boxes.  The government will issue periodic delivery orders against this contract over the three year term.

The military has technical documentation on these electrodes so companies could compete.  Since getting on the QPL can take some time, the due date on this solicitation is longer than usual.  All responses to this RFQ are due by August 31, 2021.

This battery is manufactured by Powersys, Inc, but any compatible battery could be approved by the government. It is a high temperature 12 volt 17 amp battery with an 8 year shelf life.  It was recently sold to the military for $590.37 in quantity of 6.  There is no set quantity on the solicitation, but DLA estimates annual demand at 323 units. They are requesting price breakdowns from 1-81, 82-162, 163-123 and 324-485.  This quantity will not be ordered all at once, but placed through a series of delivery orders.
