DLA Troop Support is soliciting 1,000 M-2002 fire shelters for delivery to DLA San Joaquin.  These shelters, NSN 4240-01-498-3194 shall be  regular size complete with a carrying case and a liner in accordance with the Forest Service Specification 5100-606, Revision D.  In addition to the 1,000 units, DLA requires a first article test item to verify quality.

It was last supplied by Weckworth Manufacturing for $245.74 in quantity of 950.  The only other supplier was Anchor Industries.  Based on this price, we estimate the contract value at $254,740.  It has been purchased in smaller quantities through GSA for $351.57 each.

DLA is planning to issue an Indefinite Delivery Contract for Hydraulic Flow Testers.  These 75 GPM units are an off-the-shelf item with a part number of 4221.  The exact quantity may vary, but the military anticipates annual demand at 85 units.  They estimate that this will be delivered over 11 orders.

This unit, NSN 4940-01-090-8229 was last supplied by Warfighter Focused Logistics for $2,020 each in quantity of 85. Other suppliers include Janel’s Industries, Jay Bee Machine, and Fulton Supply.  It’s listen in the GSA catalog for $2,793 in small quantities.

DLA Land and Maritime is planning to issue a long-term Indefinite Delivery Contract (IDC) for 12V Lead-Acid batteries.  The contract will have one base year and two option years where the military will issue a series of delivery orders against it.

These six cell batteries are Commercial off-the-shelf items.  The following suppliers are approved sources.

• UB-12350 – Universal Power
• GPC-1234 – Concorde Battery
• PS-12350 – Power Sonic
• GP-12340 – CSB Battery
• DF-45 – Interacter
• NP33-12 – Enersys

This battery was supplied to DLA in quantity of 46 units at $60.97 each by Battery Service, Inc.   It was sold in smaller quantities for $90.08.  DLA estimates annual demand at 312 units, but is requesting pricing for up to 468 annually. If all three years of the contract are executed it could be worth $57,067.

DLA Aviation is planning to issue an Indefinite Delivery Contract (IDC) for up to five years for supply of light housings used on the C-5 aircraft. The contract has two base years and the option to extend an additional three years.  If all five years are executed, the contract could be worth $116,898 based on recent procurement history.

This housing, NSN 6220-00-890-3600 was last supplied to DLA by Ank Technology in Pamona, CA for $389.66 in quantity of 10 units. The price has risen significantly since last year when it was sold for $125 in quantity of 15.

DLA Aviation is looking for more companies to supply this 3,000 PSI hydraulic actuator used on the C-5 Aircraft. There is currently only one supplier for this item.  Arkwin Industries has been the only supplier of this item p/n 12A049-1D over the past 18 years.  The price has risen steadily over the past 10 years to $6,186.  Lockheed Martin is the OEM with part number 4H90233-101D.

The military is so interested in finding more suppliers for this item that they are making samples available for vendors to reverse engineer.  Currently there is no technical data package available.

At an annual demand of 57 units, DLA estimates spending $477,399 each year on this actuator.

DLA Aviation ASC Commodities Division is looking for a company to supply aluminum rivets for up to five years.  This countersunk 1/4″ rivet complies to professional standard 80205-NAS1097. It has an OEM part number of NAS1097-4.

The rivet was last supplied to the military in 2009 by Allfast Fasteners in quantity of 76 pounds for $8.84 per pound.  DLA estimates annual demand at 1,194 pounds per year.  If all five years of the Indefinite Delivery Contract are executed, it could be worth $52,774.

DLA would like to see more competition for the Nomex accessory kit used with the LPU-36 life preserver. The OEM of this item was Simula Safety, which is no longer in business.  The only supplier dating back to 2006 is Bae Systems, selling these kits for $301.25 in quantity of 1,075.  The OEM part number is 110210-1.

The military has determined that they would like to encourage more competition for this item.  As a result, they are making samples of this kit available for contractors to reverse engineer.

DOD estimates annual demand at 651 units totaling $345,759 in purchases each year.

DLA estimates annual demand at 201 units.  Based on their internal cost estimate, they spend $200,017 each year in these gas caps. They are so interested in getting other companies to compete for this business that they have set-aside samples for manufacturer’s to reverse engineer.

DLA Troop Support is soliciting 2,067 packages of 3M N-95 masks.   This commercial off-the-shelf item has a National Stock Number of 4240-01-429-2685 and a manufacturer’s part number of 8210-N-95.

The masks were last supplied to the military by Fulton Supply at $80.40 / package in quantity of 1,711.  Other suppliers include ITC Electronics, L.R. Wolfe and Lousi M. Gers.  They were also purchased through GSA and DOD E-mall in smaller quantities for $114.49. Each package contains 160 masks.
