DLA Troop Support Hardware division is looking for a long-term supplier of hardware including cap screws, machine bolts, hex nuts, washers, and threaded rods.  This RFP covers 58 different National Stock Numbers as detailed below.

The opportunity is 100% set-aside for small business.

DLA Aviation is looking for a company to provide competition for this backpack originally manufactured by Harris, corp.  It is standard issue to carry the PRC-150 and PRC-117  high frequency radios.  The backpack is 12″ x 18″ x 3″, and is padded to prevent damage to the equipment it holds.

Currently the only supplier is Harris, corporation, selling the bags for $181.47 each in quantities from 7 to 120. DOD has an estimated unit price of $327.78, but the bags can be found online for around $90.

DLA has determined that with more competition, they could see better pricing.  As a result, they are inviting contractors to consider making these. There are no technical drawings nor data package, but DLA has samples of the bag on hand that contractors can either purchase or borrow to reverse engineer.

DLA estimates annual purchases of 1,221 units at an estimated total of $298,583.  There is no closing date for this opportunity, but other companies will try to obtain samples and quantities might be limited.

DLA Land and Maritime is soliciting a long-term supplier of emergency batteries.  This Indefinite Delivery Contract (IDC) will have three base years and two option years with an annual demand quantity estimate of 24 units.  Total quantity if all five years are executed will be 120.

The battery, NSN 6140-01-518-9572 is used on the  Dassault Falcon aircraft.  It has an output power of 18 to 24 volts DC.  The OEM is Securaplane using part number XL245-B.

It was last supplied to DOD by Corporate Rotable & Supply, Inc. at a price of $4,220 in quantity of 1 unit.  It was also supplied by Syracuse International for $4,851 in single quantity.  DLA estimates the cost at $4,754 each.

Proposals are due by August 12, 2020.

DLA Clothing and Textiles division is requesting proposals to supply mechanic’s coveralls.  The government estimates annual demand of 100,260 in the first year of the contract, and 73,880 for four option years.  This will be an Indefinite Delivery Contract (IDC), which means that orders will be placed throughout the year.  Monthly quantities are estimated at 15,040 in year one and 11,080 in subsequent years.

The last company to supply this item was Point Blank Enterprises in Pompano Beach, FL for $69.22 each, in quantity of 44,000.  The $3 Million dollar contract SPE1C120C0012, dated 4/21/2020 can be viewed in BidLink.

Year one of this new contract is valued at $6,939,997.  If DOD executes all option years the total contract could be worth $27,295,891.

DLA Troop Support is looking for 1,597 N-95 masks.  The estimated contract value is $129,357.  Fulton Supply was the most recent vendor selling 413 packages (160 units per package) at $81.15 / package.  For a quantity similar to this solicitation, International Television Corp sold 1,268 units in March for $83.34.   Other suppliers include L.R. Wolfe, Gallaway Glove and Safety, Kampi Components, and of course 3M.

The National Stock Number for N-95 masks is 4240-01-429-2685, with a 3M part number of 8210 N-95.  DLA projects increasing demand of this item over the next 24 months.

DLA is soliciting circuit card assemblies for use in the L3 Marcom Switch Assembly.  This assembly is used in the MQ-8B Firescout.  Technical data is available at Navicp and source approval is required.

NAVSUP Weapon System Support has posted a request for proposals (RFP) announcing intent to purchase 1,640 hex head cap screws at an estimated contract value of $111,980.  This 5/16-18 x 1″ cap screw is made from Silicon Bronze, likely explaining why it is currently sole source.  The current supplier is Teco-Westinghouse Company.

The cap screw, NSN 5305-01-686-2001 has a manufacturer’s part number of 70100CA04N.  A commercial specification number of ANSI B18.2.1 applies.
