{"id":3570,"date":"2021-11-19T20:17:25","date_gmt":"2021-11-19T20:17:25","guid":{"rendered":"https:\/\/www.bidlink.net\/news\/?p=3570"},"modified":"2021-11-19T20:24:26","modified_gmt":"2021-11-19T20:24:26","slug":"bootcamp-read-government-solicitation","status":"publish","type":"post","link":"https:\/\/www.bidlink.net\/news\/2021\/11\/bootcamp-read-government-solicitation\/","title":{"rendered":"Bootcamp: How to read a government solicitation"},"content":{"rendered":"<p>As a continuation of our Government Contracting Bootcamp, I wanted to cover military solicitations.\u00a0 Anything that&#8217;s not purchased through DOD Fedmall or Credit Card is likely procured through solicitations for competitive acquisition.\u00a0 These lengthy documents include detail about the products being procured, the procuring agency, limitations on company size, and contract clauses from the Federal Acquisition Regulations (FAR).<\/p>\n<p>If it&#8217;s your first time reading a defense contract, it is a good idea to read (or at least skim) the whole document.\u00a0 The first few pages contain pertinent information about the procurement, while the remainder often contains boiler-plate legal language.\u00a0 Much of the boiler-plate stuff doesn&#8217;t change from contract to contract, so after an initial review one can focus on the top of the document.<\/p>\n<p>There are several types of solicitations that you will regularly see:<\/p>\n<p>Request for Quotation (RFQ) &#8211; The bulk of military buying activity through the Defense Logistics Agency (DLA) is done through RFQs.<\/p>\n<p>Request for Proposal (RFP) &#8211; Larger more complex contracts that often span multiple years where DOD submits delivery orders.<\/p>\n<p>Sources Sought Solicitation &#8211; Used when the military is conducting market research to determine how many potential competitors will participate.<\/p>\n<p>They are assigned a solicitation number like SPE4A0-22-T-0316, which is broken down into sections:<\/p>\n<p>SPE4A0 &#8211; DLA Aviation \/ Hill Airforce Base<br \/>\n22 &#8211; Fiscal year 2022<br \/>\nT &#8211; Automated Solicitation<br \/>\n0316 &#8211; The 316th automated solicitation from SPE4A0<\/p>\n<p>Automated solicitations refer to the <a href=\"https:\/\/www.dla.mil\/Portals\/104\/Documents\/J7Acquisition\/MasterSolicitation4ASAcqRev-82_September-10-2021.pdf\">DLA Master Solicitation<\/a> which standardizes some of the contractual clauses so they don&#8217;t need to be included in every government contract.\u00a0 This includes the rules and regulations for how quotes are submitted and evaluated.<\/p>\n<p><strong>Government Contract Example<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-3572\" src=\"https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/solicitation_colver.jpg\" alt=\"\" width=\"900\" height=\"819\" srcset=\"https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/solicitation_colver.jpg 900w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/solicitation_colver-300x273.jpg 300w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/solicitation_colver-768x699.jpg 768w\" sizes=\"auto, (max-width: 767px) 89vw, (max-width: 1000px) 54vw, (max-width: 1071px) 543px, 580px\" \/><\/p>\n<p><a href=\"https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/BidLink-SPE4A022T0316.pdf\">Click here for a full copy of solicitation SPE4A022T0316<\/a><\/p>\n<p>The core information on page 1 is the buying agency, closing date, buyer contact information, and whether the solicitation is set-aside for small businesses.\u00a0 Each year a growing percentage of solicitations must be exclusively for small businesses.\u00a0 Page 1 also includes a link to the latest master solicitation and sources for technical data \/ drawings.<\/p>\n<figure id=\"attachment_3573\" aria-describedby=\"caption-attachment-3573\" style=\"width: 900px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-3573\" src=\"https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_p2.jpg\" alt=\"Solicitation_example_p2\" width=\"900\" height=\"1076\" srcset=\"https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_p2.jpg 900w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_p2-251x300.jpg 251w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_p2-768x918.jpg 768w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_p2-857x1024.jpg 857w\" sizes=\"auto, (max-width: 767px) 89vw, (max-width: 1000px) 54vw, (max-width: 1071px) 543px, 580px\" \/><figcaption id=\"caption-attachment-3573\" class=\"wp-caption-text\">Solicitation example page 2<\/figcaption><\/figure>\n<p>These are contract clauses that pertain to this particular solicitation.\u00a0 It&#8217;s an automated award, but requires a first article test item where you submit a sample for evaluation before the government buys the rest. It mentions <a href=\"https:\/\/www.acquisition.gov\/far\/52.219-6\">FAR 52.219-6<\/a>, a reference to the regulation requiring contracts to be set-aside for small business.\u00a0 The NAICS code is the commodity class that determines small business size, and inspection occurs at the vendors facility.\u00a0 This solicitation has a minimum inspection standard, so if your facility is not ISO-9001 or equivalent you do not qualify.<\/p>\n<p>Pages 3+4 are self explanatory, so we&#8217;ll skip to page 5 where we find the item description.\u00a0 These page numbers will vary from contract to contract.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-3574\" src=\"https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_3.jpg\" alt=\"Solicitation example Page 3\" width=\"900\" height=\"1063\" srcset=\"https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_3.jpg 900w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_3-254x300.jpg 254w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_3-768x907.jpg 768w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Solicitation_example_3-867x1024.jpg 867w\" sizes=\"auto, (max-width: 767px) 89vw, (max-width: 1000px) 54vw, (max-width: 1071px) 543px, 580px\" \/><\/p>\n<p>The PR number is the purchase requisition.\u00a0 Solicitations begin as a requisition from the person that needs the item.\u00a0 That requisition is sent to a buying office where it is turned into a solicitation.\u00a0 The National Stock Number (NSN) in this case is <span id=\"undefined\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">1560-01-073-0489 (dashes added for readability).\u00a0 Almost everything the military buys is assigned an NSN, which can be used to find valuable information like who last sold it at what price.\u00a0 This one is a backup ring assembly used on the F-15 aircraft.\u00a0 <\/span><\/span><\/p>\n<p><span id=\"undefined\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Using <a href=\"https:\/\/www.bidlink.net\">BidLink<\/a> for research, I can see that it was last sold in 2019 by Federal Industries for $13,575 each.\u00a0 Technical characteristics for each NSN include specific detail about the item.\u00a0 In this case, this kit includes a ring, pin spring MS9048-222 (military standard), a cap NAS1474A4 20, and a rivet MS20426AD3-8.<br \/>\n<\/span><\/span><\/p>\n<figure id=\"attachment_3576\" aria-describedby=\"caption-attachment-3576\" style=\"width: 900px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-3576\" src=\"https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Sample-Solicitation-Page-7.jpg\" alt=\"Sample Solicitation Page 7\" width=\"900\" height=\"1080\" srcset=\"https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Sample-Solicitation-Page-7.jpg 900w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Sample-Solicitation-Page-7-250x300.jpg 250w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Sample-Solicitation-Page-7-768x922.jpg 768w, https:\/\/www.bidlink.net\/news\/wp-content\/uploads\/2021\/11\/Sample-Solicitation-Page-7-853x1024.jpg 853w\" sizes=\"auto, (max-width: 767px) 89vw, (max-width: 1000px) 54vw, (max-width: 1071px) 543px, 580px\" \/><figcaption id=\"caption-attachment-3576\" class=\"wp-caption-text\">Sample Solicitation Page 7<\/figcaption><\/figure>\n<p>Scrolling a few pages down we get to the first line item.\u00a0 This is CLIN 0001 with an order quantity of 1. This page also includes drawing numbers and technical documents that can be downloaded from the DIBBS cfolders. The vendor has 275 days to deliver the merchandise after the first article test item is approved.
