Tinker Air Force Base is planning to issue a three year contract for the supply of fuel injectors used in the T-38 aircraft.  The T-38 is a twin-engine, high-altitude, supersonic jet trainer used in a variety of roles because of its design, economy of operations, ease of maintenance, high performance and exceptional safety record.

These fuel injection nozzles, NSN 2915-00-106-5464 are used on the J85 GE-5 Turbojet Engine.  There are two line items in the solicitation, the first for suppliers that can accept a three year IDQ with quantities of up to 10,739 over the term.  If vendors are unable to meet that quantity, they can submit an offer on line item 0002 which is a firm, fixed quantity with a minimum of 354 and maximum of 2,123.  DLA’s Best Estimate Quantity (BEQ) for the three year term is 7,159.

The last company to supply these was Delavan, Inc which was acquired by R.W. Beckett in 2021.  The nozzles were sold to DLA for $2,100 each in quantity of 1,880. Based on past procurement history pricing we estimate the value of this contract at approximately $15 Million over three years.

DLA has issued a solicitation which will result in a three year contract for supply of 12 Volt lead-acid batteries.  These Enersys batteries, NSN 6140-01-598-6864 have a part number of 12HX80R-FR.

DLA Aviation will be issuing a five year contract for the supply of fuel cells used in the UH-1Y Helicopter. This fuel cell, NSN 1680-01-524-0830 has a Bell Helicopter part number of 450-366-003-101.  A technical data package is available so new companies can compete.

The fuel cell was last sold to the military by American Fuel Cell and Coated for $19,595 in quantity of 5.  Another order for 32 units was priced at $18,060 each.  There is no set quantity in the solicitation but DLA estimates that they will purchase 68 fuel cells each year for a total quantity of 340 over the contract term. Based on past procurement history pricing we estimate the value of this contract at $6.1 Million.

DLA Aviation has announced that they are looking for more companies competing to supply this hydraulic filter used in the SH-60B Helicopter.  There is no current solicitation for this item, but DLA is informing contractors that they would like to see more competition to supply this part.

The only supplier of this item over the last 10 years is Arkwin Industries.  The company sold this filter for $440.23 each in quantity of 366. DLA estimates annual demand at 847, up 10% from last year. The government estimates that they spend $524,284 each year to acquire these filters.
