DLA Aviation Commodities Division has issued a Request for Proposals (RFP) with the intent to issue an Indefinite Delivery Contract (IDC) for splicing kits.  The resulting contract will have one base year and four option years.  Under its authority, DLA can place periodic delivery orders for up to five years.

The kit, NSN 5940-01-101-0428 has a manufacturer’s part number of D-436-0133. It is a commercial off-the-shelf item.  The kit was last supplied to the military by Management Solutions for $23.50 each in quantity of 117.  They have won all DLA contracts on this item dating back to 2016. Other suppliers include Avnet and Tyco Electronics.

The solicitation is set-aside for small business.  All proposals are due by November 15, 2020.

DLA Troop Support is soliciting 850 heater air filter units used in the M3 heater.  Technical data is available on this item, which must comply with MIL-H-51191.  The NSN for this filter is 4240-00-807-6856.

It was last supplied to the military by S & K Electronics for $182.39 in quantity of 3,584.  It has been a while since DLA solicited this item with the last order in 2007.  S & K is the only supplier in procurement history and their SAM profile is not set up for heating equipment, so it’s possible they might miss this solicitation.

DLA Aviation is looking for more companies to compete for supply of this polypropylene cargo net.  It includes four 10 foot ropes installed on quick-tie tie-downs.

Currently, there is only one supplier, Networks Enterprises, Inc.  The manufacturer’s part number is C42-8080-4AQESS. It was last supplied for $168.88 in quantity of 221.

The military anticipates purchasing 1,132 of these nets each year at an estimated cost of $262,182.  This is based on DLA’s single unit cost of $232 each.

The military is so interested in finding additional suppliers for this item that they are making samples available to be reverse engineered.  Technical drawings are also available.
